Dear BUSD Parents,
I believe that it is imperative that I reach out and partner with you and our community as a whole to keep our youth safe by providing encouragement, support, referral and intervention as needed. This important responsibility requires the active involvement of the entire community which includes parents, families, educators, students and community members engaged with youth. The identification of “at risk” youth for causing harm to oneself is important in preventing tragic events from occurring and one institution or organization alone cannot achieve this important goal. We as an entire community must focus on two main tasks: Taking prevention steps with those known to be at risk to cause harm to oneself and identifying others at risk as well. It is important that not one family or student suffer alone in silence. We must reach out to others and refer our youth to appropriate community agencies for support when any may be suspected to be a potential harm to oneself or others. It is important that you gently and lovingly speak with your children regarding your concern about their emotional well-being, as well as the need to partner with them in keeping their peers safe by informing you or any responsible and trusted adult of any students that they believe to be “at risk” for causing harm to oneself. It is important to be aware of the warning signs as well as community resources available. Here are crisis hotline numbers: 911 for any eminent danger, 1-800-SUICIDE, The Children’s Crisis Response Team 1-760-956-2345, 1-800-273-TALK. Websites for suicide prevention and warning signs are American Association of Suicidology-www.suicidology.org. If you need assistance with general resources or have questions about how to get non-emergency help, please contact your child’s school or the district office. Dear Neighbor,
Our schools have a long and distinguished history of providing quality education and career technical training. I am proud that our staff and teachers are some of the most dedicated educators in the State.
Unfortunately, many of our school and classrooms need extensive repairs. Some schools are 60 years old. Our classroom technology is outdated and our electrical, sewer and water lines are deteriorating.
Recently the District conducted a community survey to hear what local residents would identify as educational priorities. Below are the top priorities identified by the community:
* Recruiting and retaining quality teachers
* Any funds raised for our schools should be spent locally
* Providing safe, clean classrooms
* Upgrading school safety systems
* Upgrading outdated heating, plumbing and electrical systems and gas lines
* Repairing aging classrooms, restrooms, and leaky roofs
* Replacing aging water pipes
* Upgrading classrooms for career tech and vocational education
* Upgrading classrooms for science, technology, math and engineering

Barstow Unified School District Residents Support Repairing Aging Neighborhood Schools
Barstow – A recently commissioned independent community survey by the Barstow Unified School District shows strong support for a potential 2016 November bond measure to repair aging, outdated schools to ensure they are clean, safe and secure.
The survey -- conducted between March 3 -14, 2016, by the highly respected opinion research firm of Fairbank, Maslin, Maullin, Metz and Associates--shows as much as 72% of respondents would potentially support a local education funding measure in November 2016, well above the 55% threshold needed for passage.
“Our local schools need basic health and safety improvements because of their age,” said Superintendent Jeff Malan. “Many of our neighborhood schools were built six decades ago. We must update classrooms and fix deteriorating restrooms, leaky roofs, and outdated air conditioning systems among other projects, so children have safe, healthy places to learn.”
Barstow Unified School District commissioned the survey to provide the District with feedback regarding constituent opinions and educational priorities – and to assess interest, if any in a potential local educational bond measure.
Survey respondents placed high importance on improving education at every local public school by replacing aging water pipes and sewer lines, upgrading heating and electrical wiring, improving classrooms providing science, technology, math and science programs, and upgrading school safety and security systems. Respondents also responded strongly to keeping all funds local and prohibiting Sacramento from being able to take any of the funds raised.

2015-2016 PROPOSED BUDGET HEARING
The Governing Board of the Barstow Unified School District will hold a public hearing on the 2015-2016 proposed budget of the District for the year ending June 30, 2016 prior to the final adoption as required by Education Code Section 42103.
The public hearing will be held on June 9, 2015 at 7:00 p.m. in the Board Room, located at 551 South Avenue H, Barstow, CA 92311.
The budget can be inspected by the public beginning June 1, 2015 during the hours of 7:30 a.m. and 3:30 p.m. at the Barstow Unified School District (District Office), located at 551 South Avenue H, Barstow, CA 92311.

NEW REQUIREMENT FOR THE 2015-16 BUDGET PUBLIC HEARING
The new requirement requires the following information at the public hearing for the 2015-16 budget adoption at the Barstow Unified School District:
A. Minimum reserve level required for the budget and subsequent two years:
* 2015-16: $1,795,583
* 2016-17: $1,811,265
* 2017-18: $1,825,369
B. Amount of unrestricted assigned and unassigned ending fund balance that exceeds the minimum in the budget and subsequent two years:
* 2015-16: $9,624,861
* 2016-17: $6,854,045
* 2017-18: $4,373,135
C. Reason for the reserve being greater than the minimum:
* 2015-16: Manage cash flow, implement the new textbook adoption, reduce the class room size, reduce the number of comp classes, address STRS & PERS obligations in the future years provide additional dual immersion classes and mitigate the impact of declining enrollment.
* 2016-17: Manage cash flow, reduce the number of combo classes, reduce class size, address STRS & PERS obligations in future years, mitigate the impact of declining enrollment and plan for the start-up of K-6 Fine Arts Academy.
* 2017-18: Manage cash flow, reduce class size and the number of combo classes and mitigate the impact of declining enrollment, address STRS & PERS obligations in the future years and compensate for the opening of the new school K-6 Fine Arts Academy.
